EPFO Wage Ceiling Hiked from ₹15,000 to ₹25,000: 51 Lakh More Employees to Benefit

 

The Union Cabinet has approved a major increase in the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO), raising it from ₹15,000 to ₹25,000 per month.

The decision was approved on September 16, 2026, and the revised wage ceiling will come into effect from September 17, 2026. According to the government, the move is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage.

The higher ceiling will expand access to statutory social-security benefits, including provident fund savings, pension benefits and insurance protection for eligible employees.

EPFO Wage Ceiling Increased to ₹25,000

Under the revised rules, the salary threshold for mandatory EPFO coverage will increase from ₹15,000 to ₹25,000 per month.

This means employees earning between ₹15,000 and ₹25,000 per month who were previously outside mandatory EPFO coverage can now come within the statutory social-security framework, subject to the applicable EPFO rules.

The government estimates that the change will bring more than 51 lakh additional employees under mandatory EPFO coverage.

What Benefits Will Employees Get?

The expansion of mandatory coverage will provide eligible employees access to key EPFO-linked social-security schemes, including:

  • Provident Fund (PF): Employees can build long-term retirement savings through the EPF system.
  • Employees’ Pension Scheme (EPS): Eligible members can receive pension benefits under the applicable rules.
  • Employees’ Deposit Linked Insurance Scheme (EDLI): Provides insurance protection linked to EPFO membership.

The government says the measure is intended to strengthen formal employment and expand long-term social-security protection for workers.

EPFO Wage Ceiling Unchanged Since 2014

The EPFO wage ceiling had remained at ₹15,000 per month since September 2014, when it was increased from ₹6,500.

The latest revision therefore comes after 12 years. The government has said that the previous threshold had become increasingly disconnected from prevailing wage levels, with minimum wages in several states and occupations moving closer to the existing ₹15,000 limit.

Government to Spend ₹11,339 Crore Annually

The increase in the EPFO wage ceiling will also have a financial impact on the government.

According to the PIB, the annual government expenditure associated with the measure is estimated at around ₹11,339 crore, compared with existing annual budgetary support of approximately ₹10,250 crore. Over a five-year period, the estimated expenditure is around ₹56,696 crore.

The proposal was examined through inter-ministerial consultations and was recommended by the Expenditure Finance Committee at its meeting on June 16, 2026.

What This Means for Employees

The increase in the mandatory EPFO wage ceiling expands the number of employees who can come under India's statutory social-security system.

Employees earning between ₹15,000 and ₹25,000 per month may now be brought into mandatory EPFO coverage under the applicable rules. The change is particularly significant because the wage ceiling had not been revised since 2014.

The Ministry of Labour and Employment and EPFO will undertake the necessary legal and administrative measures to implement the revised ceiling.
